Your telegram of 29th July No.97.
Essential minimum requirements for existing telegraph
purposes are additional transmitting equipment £12,000
additional receiving equipment £4,000, These are entirely
apart from requirements which a regular service with Japan
would involve and mercly suffice to modernise present service
but would permit of initiating a service with Japan if necessary.
I propose to provide for above item in 1933 Estimates unless
company is prepared to undertake work. If installed by
Government it will be necessary for company to take over at
valuation if and when agreement is made.
With
Wireless telephone to Shanghai will inevitably be
pressed very shortly and should be a paying proposition.
free hand Hong Kong would not hesitate to negotiate with
Shanghai for installation and I request authority to proceed
at unce, merger to take over at valuation in due course.
merger take over service at once guarantee should be required
that telephone should be installed without delay.
